The Burlington Police Department said Emmanuel Spann, 30, surrendered to Chicago Police on Tuesday. The department had asked the public for help in locating Spann earlier in the day.
Spann is charged with one count of 1st Degree Murder and one count of Conspiracy to Commit a Forcible Felony (Murder) in connection with the death of Demarcus Chew, who was shot and killed outside his mother’s home in Burlington on Sept. 10, 2017.
Emmanuel Spann is the fourth person charged in connection with the murder of Chew.
- Antoine Spann, 29, of Park Forest, IL, was originally charged with 1st Degree Murder and Conspiracy to Commit a Forcible Felony. He eventually pleaded guilty to lesser charges and was sentenced to up to 20 years in prison. The plea deal requires Spann’s testimony against others involved in the death of Demarcus Chew.
- Derrick Parker, 44, of Chicago was extradited to Burlington in late January on warrants for 1st Degree Murder and Conspiracy to Commit a Forcible Felony (Murder).Court records show Parker pleaded not guilty to both charges this week and demanded a speedy trial, which the judge set for April 30. He is being held on a more than $2 million cash only bond.
- Andre Harris, 28, of Chicago was extradited to Burlington this month on warrants charging him with 1st Degree Murder and Conspiracy to Commit a Forcible Felony (Murder). Harris is currently being held on a more than $2 million cash only bond. His next court appearance is scheduled for Feb. 26.
