Keokuk, IA – The Keokuk City Council appears to be ready to develop a new sidewalk repair program, but how to pay for it remains in question. Property owners in Keokuk are required, under city law, to maintain and repair the sidewalks near their homes or businesses. A majority of the city council believes Keokuk should spit the cost of concrete and labor, with the owner, if repairs are needed. Several aldermen say the city should pay for the entire cost of repairing every section of sidewalk, one time. Mayor Dave Gudgel says the budget could not handle that. Keokuk had a program that offered an incentive to repair sidewalks, but the city did not enforce repairs or maintenance. Gudgel says he will work on a cost sharing plan for the council to discuss in the near future.
