Lee County, IA – FEMA was still helping the victims of the Joplin Tornado when Hurricane Irene hit the East Coast.
Early damage estimates from the Category 1 storm are in the billions of dollars.
On top of that, wildfires are destroying hundreds of homes in Texas.
The string of disasters is draining FEMA's resources.
It's estimated that the agency's relief fund has less than $1-billion.
The result is that some older projects, not already underway, could be put on hold as new requests come in.
For its part, Congress cannot decide how much money to give the agency and whether the funding should be connected to spending cuts.
Senate Democrats have discussed $6-billion while House Republicans support less than $4-billion with subsequent spending cuts.
Congressman Dave Loebsack (D-IA 2) says spending cuts should not be involved.
"It does not make any sense," says Loebsack, "we have not done that in the past and we cannot start doing it mid-stream."
He said, during a stop in Lee County, that Congress must make sure that FEMA has enough money to take care of all disaster victims.
He says he saw the need, first-hand, during the Flood of 2008.
