A Knox County board member who works as an investigator for the Monmouth Police Department was arrested Sunday for domestic battery following a physical altercation with his wife.

Joshua E. Kramer, 44, of Galesburg, was booked in the Knox County jail on Sunday, April 27 and later released by court order.

Kramer has served on the Knox County board as a Republican in District 4 since 2022.

He has worked for the Monmouth Police Department since 2010, first as a patrol officer and then as an investigator since 2017.

Monmouth Police Chief Joe Switzer confirmed Kramer was arrested for domestic battery in Knox County, but declined further comment.

"I don't have any comments on the situation at this time. I cannot discuss personnel issues," Switzer said.

Kramer’s wife was also arrested on Sunday and later released. She was granted an emergency order of protection against Kramer following the altercation, with the court noting bruising on her face and body.

She testified the bruising was from the altercation.

No criminal charges had been filed as of early Wednesday afternoon, according to online court records.

Knox County State's Attorney Ashley Worby said the matter was still under investigation.

"No charging decisions have been made at this time and we are following all protocols we would ordinarily follow in relation to these types of alleged criminal matters," Worby said.

Knox County Board Chair Jared Hawkinson declined to comment.
